How to Manufacture Skincare in 2026

Manufacturing skincare means choosing one of three routes — private label (buy an existing formula, from 500 units), ODM (the factory develops a formula for you), or OEM (you bring your own formulation). You then verify the factory, agree an itemised quotation, approve a sample, and scale to bulk. The route determines your cost, your timeline, and how much of the product is genuinely yours.

Quick answer: which route fits your brand?

Match your situation to a route before you ask anyone for a price.

Figures reflect our own production terms (private label from 500 units; custom formulation from 3,000+ units). Other factories quote differently — always confirm in writing.

Step 1 — Decide what you actually are

The most expensive mistake is picking a manufacturing model that does not match your stage. A brand with no formula and no data should not commission custom development; a brand with six months of sales data and a clear positioning should not stay on a borrowed formula. Write down which of these you are before your first enquiry:

  • ①Concept only — you have an idea and a target price, no formula, no artwork. You need private label plus guidance.
  • ②Selling, undifferentiated — product moves, but nothing about it is yours. This is the point to move to ODM.
  • ③Owning a formulation — you hold the IP and need manufacturing capacity, not development.
  • ④Adding a second supplier — you have a manufacturer and need redundancy or capacity you are not tooled for.

Step 2 — Understand what each route really costs

Route choice changes cost structure, not just unit price. Private label carries no development cost but no exclusivity either — a competitor can buy the same formula. Custom formulation adds R&D and stability testing upfront, and raises MOQ, but the formula becomes an asset on your balance sheet rather than a rented one.

Step 3 — Verify the factory before you send a deposit

Verification is a paper exercise you can complete in an afternoon. Every claim a factory makes should resolve to a document, a number, or a body you can contact:

  1. Download the certificates and read the issuing body, certificate number, scope and expiry.
  2. Check the number with the issuer — SGS and BSCI both run public verification portals.
  3. Confirm the certified legal entity name matches the company you are contracting with.
  4. Ask which production line will run your bulk order, and what the sample was produced on.
  5. Ask for an itemised quotation — formula, filling, packaging, documentation, freight, separately.

The full checklist, including the red flags that appear in the first reply, is in How to Choose a Chinese Skincare OEM Manufacturer: Complete Audit Checklist. If you want to run the same checks against us, our certificates and legal entity are published on the certifications page.

Step 4 — The clock: brief to bulk

StageTypical timeWhat happens
Brief submittedDay 0Product type, target market, volume, packaging preference, destination compliance needs.
QuotationWithin 48 hoursFormula options, MOQ, indicative pricing, timeline — one page, no obligation.
Branded samples3–7 daysYour name and packaging, produced on the line that will run your bulk order.
Stability & documentationRuns in parallelStability work starts with sampling, so the compliance picture builds before you commit.
Bulk productionPer approved scheduleBatch records, QC against the approved sample, export documentation for your market.

Timings are our standard terms for private label runs. Custom formulation adds R&D and stability time before sampling; custom packaging adds tooling time in parallel.

Step 5 — Compliance is decided by where you sell, not where you make

The factory's location does not determine your regulatory burden — your destination market does. Ask for this table to be filled in for your market before you approve a sample.

Step 6 — The six things that go wrong

A quotation that never itemises

If formula, packaging, filling, documentation and freight are bundled into one number, you cannot compare suppliers — or see where the cost moves.

Samples made on a different line

Ask which line will run bulk. A sample produced in the lab can differ from production output.

Certificates you cannot verify

Every certificate has an issuing body and a number. Check it with the issuer, and confirm the legal entity name matches.

Compliance discovered at customs

Registration requirements belong to the destination market and should appear in the quote, not at the port.

MOQ quoted, then raised

The MOQ should be written down per SKU before you plan a product line around it.

Your brand used as marketing

Ask upfront whether the factory publishes client names. Ours does not, without written permission.

Frequently asked questions

How much does it cost to manufacture skincare with a Chinese OEM in 2026?

Cost depends on three variables: the formula route (private label versus custom ODM), the packaging, and the order volume. Private label sheet masks start in the region of $0.08–$0.35 per unit at MOQ, while serums and creams sit higher because of the actives and the bottle. A first run typically lands between a few thousand and low five figures in US dollars once packaging and documentation are included. Ask for an itemised quotation so you can see each component rather than a single bundled figure.

What is the difference between OEM, ODM and private label?

Private label means you buy a formula the factory already has, with your branding on it — lowest cost and fastest start, but the formula is not exclusive. ODM means the factory develops a formulation to your brief, so the formula is yours and can be differentiated. OEM means you bring your own formulation and the factory manufactures to your specification. Most first-time brands start with private label, then move to ODM once the product proves itself.

How long does it take from first enquiry to product in hand?

A quotation comes back within 48 hours of a complete brief. Branded samples take 3–7 days. Bulk production then follows the schedule agreed at order confirmation, with stability testing running in parallel rather than after sampling. The variable that most often extends timelines is packaging — custom tooling and printed components add time that a stock jar or pouch does not.

What MOQ should I expect, and can it be lower for a first order?

Expect 500 units per SKU for private label, from 1,000 units for OEM to your own specification, and 3,000+ where the factory develops a custom formula. MOQ exists because production lines have setup and material minimums — the printed film, the mould, the fill run. If 500 units per SKU is still too high for a test, the practical route is to launch a single SKU rather than several, which keeps total outlay low while still producing real data.

Which certifications should a skincare factory hold, and how do I verify them?

For cosmetics, ISO 22716 is the international GMP standard and is required for EU market entry; GMPC covers quality management; FDA CFSAN registration matters for the US; BSCI appears in EU retail buyer requirements; RoHS covers restricted substances. Verification is straightforward: download the certificate, read the issuing body and certificate number, then confirm it with that body. Our ISO 22716 certificate (SGS CN19/31476) and FDA CFSAN GMP certificate (CN19/31477) are both downloadable and checkable with SGS, and the certified legal entity is Zhongshan Kailei Personal Care Supplies Co., Ltd.

Will the factory tell other people they manufacture for me?

That is a question worth asking before you sign, not after. A manufacturer that advertises its client list is advertising yours. We do not publish client names, logos or case studies without written permission, and the client stories on this site are anonymised by design. If your supply chain is part of your competitive position, treat discretion as a selection criterion alongside price and lead time.
